There are several ways to determine if your sewer line is broken:

• Live video inspection
• Excavate area where damaged pipe is and visually inspect
• When all drain cleaning solutions are unsuccessful chances are the line is broken
• Sewage seeping through foundation
• Sinkhole created by sewage exiting pipe on property/roadway

Yes is it possible to video inspect a broken sewer if there is no standing water, but in most cases broken sewers have backups which make it hard to visualize with the camera

In New York City a home/property owner is responsible for the pipe from inside of their hometo the city main connection outside.

Aside from the material differences, copper and ductile iron are required by NYC code for different sizes of services.
Copper is used for water services 2” or less. Ductile iron is used for anything larger then 2”.
